Padangbai is developed into a nature and cultural tourist attraction at the same area as the development of Candidasa tourist resort situated at Padangbai Village, Manggis Subdistrict, Karangasem. It is about 25 km from the city of Amlapura, 13 km from Candidasa tourist resort, and about 31 km from Denpasar. At this location lies a harbor giving the access to sea transportation to Lombok - NTB.

The name Padangbai got influence from the Dutch language during the colonial period. Formerly, it was known as Teluk Padang. It is a white sandy bay protected from the solid black rock. Because of its location, the undersea life is well maintained.

The attraction owned by Padangbai includes the clean and thick white sandy beach that can be used as an appropriate place for sun bathing or swimming in the sea. Beauty of the underwater scenery is excellent for diving and snorkeling as retaining various types of coral reefs and the ornamental fish are very beautiful. In this place, there is also an exotic blue lagoon always becoming the target of diving tourists.

For cultural attractions, at Padangbai lies a complex of dang kahyangan (universal) temple. On the east coast of Padangbai sits the Silayukti Temple founded by Empu Kuturan around the eleventh century in his pilgrimage to Bali. Empu Kuturan was a great saint with meritorious service in arranging the Hinduism in Bali where his teachings are still adhered and implemented by the Hindus in Bali until these days. In the south of Silayukti Temple lies the Tanjung Sari Temple built by Empu Bharadah, the youngest brother of Empu Kuturan. Meanwhile, in the west of the Padangbai harbor lies the Penataran Agung Temple founded in the sixteenth century by Dang Hyang Dwijendra who was also known as Pedanda Sakti Wawu Rawuh, a descendant of Empu Kuturan.
